No questions will be accepted in advance of the proposal deadline.

The East Bay Regional Coalition reserves the right to reject any and all proposals and proposals may be subject to the final approval of the Town of Barrington.

The award of this work is contingent upon grant funds being approved and awarded to the East Bay Coalition/Town of Barrington, and thus, are not guaranteed solely on the basis of this RFP.

The work associated with this project will commence upon award, which will occur no later than March 5, 2019.

Purpose: The East Bay Regional Coalition seeks a consultant to update the components of its existing regional substance abuse needs assessment focusing on consequences, consumption patterns, and associated risk and/or protective factors related to underage drinking among 12-20 year olds and any disparities experienced by special populations (ex. Race, ethnicity, socioeconomic status, geographical location, gender identity, etc.) within this age group using the protocols developed in the RI Regional Prevention Coalitions: A Guide to Community Needs assessment (3/28/17). Utilizing the needs assessment, consultant will further update the Coalition’s existing regional strategic plan and three municipal work plans to incorporate activities to address the findings of the needs assessment.


Background:
In 2017, the RI Department of Behavioral Health Developmental Disabilities and Hospitals (BHDDH) organized the field of substance abuse prevention into seven regional areas, including the East Bay. The Barrington Adult Youth Team/Town of Barrington was awarded the contract to serve as the regional office for the East Bay.
The East Bay Regional Coalition is comprised of members of municipal prevention coalitions and other community stakeholders from Barrington, Bristol, East Providence, and Warren.
The Coalition views prevention through a broad lens that accounts for similarities and differences between cities and towns, incorporates holistic health promotion and substance misuse prevention strategies across the lifespan, and coordinates media and events that endeavor to increase collaboration and sustain prevention activities across the region.


Reservation of Rights
The East Bay Regional Coalition/Town reserves the right to

  • Award the contract in whole, or in part, and reject any and all Proposals.
  • Approve or disapprove the use of particular subcontractors,
  • Remedy technical errors in the Request for Qualifications and Proposals process,
  • Negotiate with some all or none of the respondents;
  • Solicit best or final offers from all or some of the Consultants;
  • Award a contract to one or more Consultants;
  • Accept an offer other than the lowest price offer;
  • Waive informalities and irregularities in proposals and the RFQ/RFP process;
  • Investigate the qualifications of any Consultant under consideration,
  • Require confirmation of information furnished by a Consultant,
  • Require additional evidence of qualifications to perform the work described in this Request for Qualifications and Proposals.
  • Negotiate with selected consultant for additional work based on approved fees

Specific Responsibilities and Deliverables:

  • Summarize available college level data pertaining to alcohol use and risk and protective factors
  • Review existing data cited in the current East Bay regional needs assessment and update any sources where newer data exists
  • Add any local, state, or national data pertaining to alcohol use in 18-20 year olds
  • Provide input on evidence based and innovative practices to address findings of the needs assessment
  • Update existing work plans for three high risk towns within the region
  • Update existing strategic plan to include a goal of addressing alcohol use amongst 12-20 year-olds

Qualifications:

  • Comprehensive consulting services and experience in the area of substance abuse and health promotion services
  • Experience with community work to address the risk and protective factors impacting the well being of youth and young adults
  • Experience in conducting comprehensive needs assessment, data collection, analysis, and report writing
  • Experience producing methodologically strong, user friendly reports, please attach sample
  • Experience with integration of results for planning purposes, please attach sample
  • Formal project management training, please attach description
  • Ability to utilize a team approach to enlist necessary expertise
  • Ability to accurately reflect requirements in guidance documentation and flexibility to respond to revisions, as needed

Selection Criteria:


The purpose of this process is to identify qualified consultants that are the most capable of providing the described services. The proposal should be organized to clearly address the following criteria that will be used in the evaluation of qualifications:

  • Prior experience with similar projects, including needs assessment and strategic/work plan development.
  • Professional qualifications of individual(s) assigned to the project.
  • Quality of proposed scope of work in terms of identifying and addressing the goals and objectives for the proposed work.
  • Completeness of proposal

Proposal Specifications:

  • Resume/biographical background of organization/involved staff
  • Letter of interest addressing required deliverables and relevant qualifications
  • Names and contact information for 1-2 references who can attest to the bidder’s qualifications
  • Total cost proposal

Process schedule:
Proposals must be received by mail or email by January 31, 2019 at 3pm. Proposals received after that time will not be considered.
